A new change in law is coming, effective July 1, 2024. Virginia passed HB1270 (https://lis.virginia.gov/cgi-bin/legp604.exe?ses=241&typ=bil&val=hb1270), making it a per se violation of the Virginia Consumer Protection act to "sell or offer for sale services as a professional mold remediator" without possessing a certificate from the Institute of Inspection, Cleaning and Restoration Certification (or IICRC, as it is commonly known).
